Moshe's practice focuses on all aspects of Canadian competition and foreign investment review law. He advises clients in a variety of related matters, including:

  • Mergers and acquisitions
  • Cartel investigations
  • Private actions (including class actions)
  • Advertising and marketing practices
  • Abuse of dominance
  • Foreign investment review
Moshe has experience in the grocery, telecommunications, broadcasting, automotive, data services and digital economy sectors. He has appeared in litigated matters before the Canadian Competition Tribunal and Federal Court of Appeal.
Before joining BLG, Moshe was a Competition Law Officer in both the Monopolistic Practices Directorate and the Policy and Advocacy Directorate of the Canadian Competition Bureau. In these roles, he was responsible for investigating allegations of anti-competitive conduct, including several prominent abuse of dominance and civil competitor collaboration cases. Moshe was also the Competition Bureau’s lead on co-operation agreements with other federal and provincial law enforcement agencies aimed at enhancing joint enforcement activities in relation to cartel and other Bureau investigations.


  • Major private education provider on competition and regulatory matters in connection with its sale to a private equity fund for C$400 million.
  • Virtu Financial on competition and regulatory matters in the sale of its MatchNow business to Cboe Global Markets.
  • Parrish & Heimbecker, Limited on competition and regulatory matters for its acquisition of 10 Louis Dreyfus Company grain elevators.
  • Loblaw Companies Limited, George Weston Limited and their affiliates in a class action across Canada involving alleged price fixing in the wholesale and retail sales of fresh commercial bread and in the related Bureau conspiracy investigation.
  • KEMET Corporation and KEMET Electronics Corporation in multiple class actions across Canada alleging price fixing in respect of sales of capacitors, including with respect to cross-border issues arising out of parallel U.S. class actions and international antitrust investigations.
  • Elanco Animal Health Incorporated completes acquisition of Prevtec Microbia, including inventory and pipeline assets.
