François Joli-Coeur’s practice focuses on privacy and cybersecurity. He advises and assists international and domestic clients from various sectors on a wide range of issues, including:

  • compliance with privacy and data protection laws (including the California Consumer Privacy Act)
  • anti-spam legislation compliance (CASL)
  • cybersecurity issues

François is a frequent speaker on the topics of privacy and cybersecurity and has authored and contributed to various publications pertaining to privacy, cybersecurity and technology law.

Prior to joining the firm, François worked for a Canadian leader in telecommunications, media and culture, where he took part in telecommunications and broadcasting proceedings before the CRTC, supported the marketing, technology and operation departments with compliance issues, and with the preparation and negotiation of commercial agreements.

Experience

  • Has advised various domestic and international clients in the context of data security breaches involving several Canadian jurisdictions, including in investigating and reporting the incident. 
  • Has assisted clients facing privacy commissioners’ investigations, including a global company in the context of a global privacy breach.
  • Has advised various clients about the legal risks related to the management of personal information, including in the context of online advertising, big data and artificial intelligence projects, cloud computing and outsourcing.
  • Has assisted various clients, including a multinational company, in investigations carried out by the Office of the Privacy Commissioner of Canada concerning the management of anonymized personal information and in connection with data security breaches.
  • Has assisted an employer in an investigation carried out by the Commission d’accès à l’information du Québec in connection with a claim of unauthorized access to employee personal information.
  • Has drafted various policies and procedures, such as online privacy policies, policies governing the use of employers’ equipment by employees and privacy breach response procedures.
  • Has advised clients on the collection of biometric information, drafted the required consent agreement and prepared documentation required by the Commission d’accès à l’information du Québec.
  • Has advised clients on cross-border requirements for employee data and drafted relevant policies.
