Stacy specializes in real estate development, municipal, provincial, and expropriation matters in Alberta and British Columbia.

She assists clients with navigating the municipal and development approvals process, as well as negotiating with governments for land use planning and development matters, and interpreting and applying municipal plans and policies. A collaborator and litigator, Stacy advises private property owners and developers on the limits of government authority, legal options to achieve development success, and strategies for development approval processes. Stacy also has an extensive expropriation practice, assisting private landowners and tenants who are facing expropriation by government authorities.

Stacy drafts development and other agreements for developers and assists clients with defending and resolving municipal enforcement issues. She is also experienced in mediating and advising on complex multi-stakeholder arrangements, including negotiations with numerous government stakeholders. Stacy specializes in finding solutions to complex problems and is known for thinking outside the box for moving matters forward.

Prior to working at BLG, Stacy worked as a municipal lawyer for the cities of Calgary and Toronto, and as a real estate developer on master-planned, mixed-use communities in Vancouver.


  • EPCOR Water Services Inc. v Edmonton River Valley Conservation Coalition Society, 2021 ABLPRT 734 – client received rare split decision from the LPRT, where minority would have granted $45,000 in costs against the appellants (ERVCCS).
  • Astral Out-Of-Home v City of Edmonton (Development Authority), 2021 ABESDAB 10110 – successful appeal of a development permit refusal by the City of Edmonton to permit a long-standing illuminated billboard.
  • Bannock v Toronto (City), 2016 CanLii 50853 (ON LPAT) – successful defence against an appeal of a refusal to permit a front yard parking pad.
