Frank practises civil litigation and administrative law, with an emphasis on expropriation, planning, infrastructure projects, the environment, commercial litigation and regulatory prosecutions.
He has acted as counsel in civil proceedings before the Ontario Superior Court of Justice, the Divisional Court, the Court of Appeal for Ontario and the Supreme Court of Canada. He has also appeared in regulatory and quasi-criminal proceedings and appeals before the Ontario Provincial Court and in planning and expropriation proceedings before the Ontario Land Tribunal, the Board of Negotiations, local municipal committees, inquiry officers, and private mediators and arbitrators.

- Acting for landowners impacted by the easterly extension of highway 407 East, the extension of highway 404, the widening and realignment of highway 7, the Sheppard Avenue light rail transit (LRT), and other large and small-scale infrastructure projects in Ontario.
- Acting for, and providing strategic advice and representation to, expropriating authorities at negotiations and compensation proceedings in large-scale infrastructure projects involving multiple property acquisitions in the regions of York and Halton, Windsor, Ottawa and Toronto.
- Acting as litigation counsel in civil disputes related to partnerships, partition and sale proceedings, insurance, and contentious planning and land-development applications.
