Christine is a seasoned transactional lawyer with multi-jurisdictional legal and commercial experience in infrastructure, public and private M&A, debt and equity capital raisings, strategic acquisitions, and business integration.

Christine’s practice focuses on infrastructure projects. She advises project developers on the commercial and financial aspects of infrastructure development, including public-private partnerships, and provides related construction and operations advice.

Christine previously served as in-house counsel to the Canadian project finance arm of a global infrastructure development company, and as in-house counsel to the corporate finance division of an international investment bank. She is known for her balanced approach to business risk issues.

Experience

  • Halifax Organic Waste Processing Facility Project (Nova Scotia) – Advised the successful proponent on a C$457 million P3 project to design- build, finance and maintain an organic waste processing facility for the Halifax Regional Municipality.
  • Highway 104 Sutherlands River to Antigonish Twinning Project (Nova Scotia) – Advised the successful proponent on a C$718 million P3 project to design, build, finance (senior construction facility and medium-term and long-term bonds) and maintain a four-lane divided highway corridor near Antigonish, Nova Scotia.
  • Halton Region Consolidated Courthouse Project (Ontario) – Advised a proponent on a P3 project to design, build, finance and maintain a new courthouse in Oakville, Ontario.
  • Macdonald Block Reconstruction Project (Ontario) – Advised the successful proponent on a C$1.5 billion P3 project to design, build, finance (senior credit facility and rated bonds) and maintain the Macdonald Block Complex, which comprises four towers and a podium near Queen's Park in Toronto, Ontario.
  • Gander and Grand Falls-Windsor Care Homes Project (Newfoundland & Labrador) – Advised the successful proponent on a P3 project to design, build, finance (bonds) and maintain two long-term care facilities in Newfoundland and Labrador.
  • Gordie Howe International Bridge Project (Canada) – Advised the successful proponent on a C$3.8 billion P3 project to design, construct, finance (rated bonds and short-term credit facility), operate, maintain and rehabilitate the Gordie Howe International Bridge, the largest and most ambitious binational infrastructure project along the Canada-United States border and one of the largest infrastructure projects in North America crossing between Windsor, Ontario, and Detroit, Michigan.
  • Royal Inland Hospital Project (British Columbia) – Advised the successful proponent on a C$288 million P3 project to design, build, finance (rated bonds) and maintain a new Patient Care Tower at Royal Inland Hospital in Kamloops, British Columbia. The project was named 2018 North American Social Infrastructure Deal of the Year at the Infrastructure Journal Global Awards.
  • Hurontario LRT Project (Ontario) – Advised a proponent on a P3 project to design, build, finance and maintain a new light rail transit system along Hurontario Street in Mississauga and Brampton, Ontario.
  • Confederation Line Extension Project (Ontario) – Advised a proponent on a P3 project to design, build and finance an extension to the City of Ottawa's existing light rail transit system in Ottawa, Ontario.
  • New Toronto Courthouse Project (Ontario) – Advised the successful proponent on a C$956 million P3 project to design, build, finance (short-term and long-term credit facilities) and maintain a large new courthouse in downtown Toronto, Ontario.
  • Howard County Courthouse Project (United States) – Advised a proponent on a landmark P3 in the state of Maryland in the U.S. to design, build, finance and maintain a new courthouse.
  • City of Vaughan LED Street Light Replacement Program (Ontario) – Advised a proponent on a P3 project to design, build, finance and maintain a new street lighting program in Vaughan, Ontario.
  • Abbotsford Courthouse Project (British Columbia) – Advised a proponent on a P3 project to design, build, finance and maintain a new courthouse in Abbotsford, British Columbia.
  • Corner Brook Long-Term Care Project (Newfoundland & Labrador) – Advised a proponent on a P3 project to design, build, finance and maintain a long-term-care facility in Corner Brook, Newfoundland and Labrador.
  • Provided in-house legal advice to a successful developer for the procurement and financing of two of the largest infrastructure projects currently underway in North America:
    • Eglinton Crosstown LRT Project (Ontario) - 2015 Gold Award for Project Financing – Canadian Council for Public-Private Partnerships, 2016 P3 Awards, Silver, Best Transit Project – P3 Bulletin.
    • Champlain Bridge Project (Canada) – 2015 Gold Award for Effective Procurement – Canadian Council for Public-Private Partnerships, 2016 P3 Awards, Gold, Best-Road/Bridge/Tunnel Project – PC Bulletin.
  • Provided in-house legal advice to a developer on bids for the Southwest Calgary Ring Road Project, Edmonton LRT Project and Highway 407 Extension Project.
