Bill is the Co-Lead of the Data Centres & Digital Infrastructure group. He maintains a broad infrastructure and energy projects practice, leading complex mandates across Canada for public and private sector clients. He advises on project development, procurement, delivery and strategic transactions involving data centres, data centre development, major infrastructure, energy and industrial projects of all sizes.
With more than a decade of experience in this space, Bill works with owners, investors, contractors, developers, hyperscalers and public authorities on some of Canada’s most significant capital projects. Clients rely on him for practical, commercially focused advice that balances risk allocation, cost certainty, stakeholder consultation, regulatory considerations and project objectives.
Bill advises across the full project lifecycle, from procurement strategy, RFPs and commercial structuring to long-term design, build, finance, operations and maintenance arrangements.
He helps clients move data centre and AI infrastructure projects from concept to delivery, including by addressing grid connection, power supply, construction contracting and commercial considerations.

- Advised several data centre developers in their long lead procurement, construction and consulting agreements for data centres in Alberta and Ontario.
- Acted for proponents in connection with their bids to design, build, finance and maintain various public social infrastructure projects in Alberta.
- Acted for SAIT throughout procurement of its Campus Centre Redevelopment Project and developed a custom suite of progressive design-build contracts, including pre-construction design services, enabling works and design-build construction contracts.
- Acted for a non-owner participants in the negotiation of an integrated project delivery (IPD) contract to delivery a nuclear reactor at Ontario’s Darlington site.
- Advised a prominent solar energy production company, in connection with its joint venture with a first nation to develop a solar farm in Alberta.
- Advised several municipalities and crown corporation on procurement policy and prepared procurement and contract documents for capital delivery projects.
- Advised a leading global energy company, on the preparation and negotiation of its first integrated project delivery contract for an infrastructure project.

- Acted as lead counsel to a large municipality in Alberta on infrastructure-related matters for major projects.
