Bill maintains a broad infrastructure and energy projects practice, leading complex mandates across Canada for public and private sector clients. He advises on project development, procurement, delivery and strategic transactions involving data centres, AI infrastructure, digital infrastructure, major infrastructure, energy and industrial projects of all sizes.
With more than a decade of experience in this space, Bill works with owners, investors, contractors, developers, hyperscalers and public authorities on some of Canada’s most significant capital projects. Clients rely on him for practical, commercially focused advice that balances risk allocation, cost certainty, stakeholder consultation, regulatory considerations and project objectives.
Bill advises across the full project lifecycle, from procurement strategy, RFPs and commercial structuring to long-term design, build, finance, operations and maintenance arrangements. He helps clients move data centre and AI infrastructure projects from concept to delivery, including by addressing grid connection, power supply, construction contracting and commercial considerations. He has extensive experience negotiating and drafting EPC contracts, progressive design-build contracts, including CCDC 32, and other large-scale project agreements for transformative energy, industrial and infrastructure developments.

- Acted as counsel to Alberta Health Services for the completion of a joint venture between Axium Infrastructure and Revera Inc. to acquire and share ownership in 32 long-term care facilities across Canada.
- Acted for the concessionaire in the design, build, finance, operation and maintenance for the McLoughlin Point Wastewater Treatment Plant Project.
