Sarah’s practice focuses in the Canadian energy and utilities sector.
Sarah has a background in energy regulatory matters, electricity markets and disputes, government relations and policy development, and procurement and contracting for energy resources.
Sarah advises on market-rule making and administration, as well as dispute resolution related to investigations and sanction orders into/against market participants. Sarah also advises on various mechanisms to purchase or supply energy or capacity, including by public procurement or capacity auction.
Sarah has experience with wind (on-shore and off-shore), solar, hydro, biomass, natural gas and nuclear energy resources, and works with project proponents, lenders, utilities, municipal stakeholders, the Independent Electricity System Operator and other branches of government on energy matters.
Sarah has experience advising the public sector on freedom of information (FOI) requests, ombudsman investigations, and auditor general reviews.
Sarah also has experience in the not-for-profit sector, having served as a board member and Chair of the Daily Bread Food Bank.
Sarah completed LLM studies, specializing in Energy & Infrastructure.
Sarah's previous roles include CSA Group Toronto Vice President, Deputy General Counsel, Independent Electricity System Operator, as well as various Director-level and Senior Manager-level roles with in-house legal.
She was also the Ontario Power Authority (2010-15), predecessor to IESO, Senior Manager, Corporate Legal Group at IESO, Director of Enforcement & Legal at Market Assessment and Compliance Division (MACD), and an articling student with in-house legal at Bruce Power LP.
